I found my problem, I just opened the inbox - not the full mailbox. So it was not possible to select the second mailbox in the rules pop-up.

yes that was so far the one differentiating factor where we were able to observe this behaviour. I’ll update the description there.
I copied the defaults.php from https://github.com/Kopano-dev/kopano-webapp/blob/master/defaults.php and edited the default categories, but I don’t know, how to “active” them.
