Are Outlook rules via KOE only client rules?

Hi at all,

are rules, configured in Outlook, connected via KOE only client rules, that work only when Outlook is opened?

Outlook: MS Office Home and Business 2016, Version 1711 (Build 8730.2127)
WebApp: 3.4.2.1108+36.1
Kopano Core: 8.4.5.0

A User had configured one rule, that should forward all emails to another user. But the rule where executed not in his holiday, but the he opened Outlook after his holiday.

Rule details:

• condition: nothing checked
• action: forward to other user
• except: sender is internal employee

Yes rules in Outlook over ActiveSync are client only.
