mod_evasive WebApp not working

Hi,

i migrated my zarafa installation to

Ubuntu Server 18.04
Kopano Core 8.6.9
WebApp 3.5.1.2106+86.1

when i enable mod_evasive with these parameters

    DOSSiteInterval     1
    DOSBlockingPeriod   10
    DOSEmailNotify      admin@domain

    DOSLogDir           "/var/log/mod_evasive"
    DOSWhitelist        127.0.0.1
</IfModule>

and login to webapp i get banned right away. Is anybody using mod evasive and has an idea why?
