Is there a way to customize, e.g. the “New Mail” formular, to popup a “Formular-Manager” for different mail-templates and/or to insert various text blocks, in a easy way?

You could misuse signatures.

You might want to use persistent settings for this, so it won’t get lost during a settings reset.
