Second Level in plugin navigation / group plugins

Does anyone have a second level in the plugin tab navigation bar?
What I want is to group plugins under a main topic.

As example:

In the navigation bar should be the plugin “Chats”. A click on Chats should open a second navigation bar with different plugins which are all grouped under the name Chats. As example: Mattermost, Telegram, …

Any idea or better an example?
