with WebApp in Portuguese Flies plugin can't be enabled

Hi all
if your webApp is on Display language Portuguese, you won’t have the possibility to enable the files plugin.
A workaround is to switch it to English to enable it.

i can not reproduce this with webapp 5.1
Since it is sorted by name it is not listed together with the different backend plugins.
