Rules for other / shared users

We use a lot of shared accounts on out server, they are typically opened by a lot of users in a team.

How can our users make rules that apply to the shared account instead of their own? I know I can do that as admin on the CLI, but it would be nice if users where able to self-service them…

Now in webapp or deskapp you could define rules
