webapp empty PR_CONVERSATION_INDEX

I noticed that the webapp does not set PR_CONVERSATION_INDEX when sending an email (unlike e.g. Outlook 2013). This is even the case when an email is sent in reply to an email having PR_CONVERSATION_INDEX properly set.

This is indeed a drawback in following threads etc.

Is this a bug or can it be somewhere adjusted?
If it is a bug, is there any workaround for it?

Thanks for hint and link. However, while I understand that there is no algorithm to use PR_CONVERSATION_INDEX yet, I do not understand, why PR_CONVERSATION_INDEX is not set at all.

It is even explained in the link how the value is calculated. Anyway, for now it seems I have to live with it. :)
