I’m referring to Webapp, Mobile Access and Outlook extension.

for WebApp this should not pose a problem. since you would simply apply this to your webserver config and your webbrowser could submit the client cert (while the user still has to login with his username/password).
for mobile phones this gets more difficult as not all mobiles do support his. I know that iOS devices can use client certificates, and Touchdown on Android supported it in the past. Not quite sure if I have seen an option for this in the Gmail App.
For the Outlook and KOE this would not be possible as Outlook itself has no means of doing the auth with a client cert.
