email notification of new appointment?

I have access to other users calendars and I create appointments for them for work tasks.
If I create a “new meeting request” it emails them informing them of the new appointment.
If I create an “appointment” then the user does not get an email informing them.
Creating an appointment is quicker as I don’t have to add the persons email, thus better.
Is there a setting to email a user informing them when a new appointment is created?
I’ve tried using “rules” but that seems to be email messages only (at least there is no way to specify the new message being of type “appointment”.
