Rules: CLI command for "is received (all messages)" Filter

Hello there,

i was wondering if it is possible to create a new filter rule with kopano-rules .py or kopano-ibrule to forward/redirect “is received (all messages)” like it is from within the WebApp.
For kopano-rules .py (https://stash.kopano.io/projects/KSC/repos/core-tools/browse/kopano-rules) it seems the condition is missing.
And with kopano-ibrule, i dont quite understand the syntax and there is almost no information on the internet except for this:

Could someone provide me an example on how to do just that?
