Recurring events sync wrong day

When I add a recurring event from my phone to any day with a time prior to 6pm america/denver time the recurring event syncs to Webapp perfectly. When I add a recurring event from my phone to any day with a time later then 6pm (for example 8pm) it will sync to Webapp and show the event on the next day of the occurrence and skip the first day. The time will be correct of 8pm but it will be on the next day and days forward.
Example: I add a recurring event for October 30 at 8pm to repeat daily for 10 days. It shows fine on my phone but when it syncs to Webapp it shows up on Webapp at October 31 at 8pm and nothing is shown on October 30. If I choose the same event but change the time to 4pm or anytime earlier then 6pm then all works great and the event shows up on the correct day and days recurring.
Additional information: I tend to believe it has something to do with my time zone of America/Denver -6 because the cutoff on when we see problems is 00:00 GMT (or 6pm America/Denver)
Any help or direction would be appreciated.
