Im trying to setup this TURN server. can they run on the same ip adress? like 443 for the webapp and the turn service on port 3478 or does it have to be a separate server?

It’s possible if they run on different ports, but it makes no sense. I turn server is usually located in front of the firewall/NATGateway - the webapp should be protected behind the firewall.
It’s also a good idea to use the port 443 tcp and udp for the turn server. The https port is often open in firewalls, even if the UDP ports for webrtc are closed.
